Peru Delegates Legislative Powers to Executive for Security, Economic Growth, and Institutional Reform
On December 15, 2025, Peru enacted Law No. 32527, granting the Executive Branch authority to legislate on matters of citizen security, the fight against organized crime, responsible economic growth, and institutional strengthening. The delegation will remain in effect for 60 calendar days from the law’s entry into force.
The measure aims at accelerating reforms across critical areas, including public safety, economic competitiveness, and governance modernization. Among the key provisions, the Executive is empowered to:
- Promote responsible economic growth by updating tax and customs frameworks, streamlining property acquisition for infrastructure projects, and introducing mechanisms to curb fraud and subvaluation.
- Authorize modifications to Law No. 32441, the PPP and Asset Projects framework, to strengthen institutional capacity and clarify competencies within the National System for Private Investment Promotion (SNPIP), optimizing the management and development of PPPs and asset projects.
- Modify Legislative Decree No. 1192, which approves the Framework Law on the Acquisition and Expropriation of Real Estate, Transfer of State-Owned Property, Removal of Interferences, and establishes other measures for the execution of infrastructure works and related regulations, in order to facilitate the availability of properties through the release of areas in blocks for project implementation.
The Executive must report progress to Congress within 60 days of issuing the corresponding legislative decrees.
PROINVERSION and MINCETUR to Drive First Digital PPP to Connect Export Chain with Asia-Pacific Market
On November 28, ProInversion and the Ministry of Foreign Trade and Tourism (MINCETUR) signed an inter-institutional agreement to develop the Extended National Port Community System (PCS), a digital integration project aimed at reducing regional gaps nationwide.
The arrival of the Port of Chancay marks a historic opportunity to connect Peru with Asia-Pacific markets. Under this vision, ProInversion and MINCETUR will promote the first digital Public-Private Partnership (PPP) to link producers, carriers, and regional communities, enabling them to fully participate in the economic growth driven by Asia-Pacific connectivity.
The Extended National PCS is designed as a digital platform to integrate information, synchronize operations, and boost competitiveness across Peru’s Southern, Central, Northern Amazon, and Macro-North corridors. It will enable these corridors to operate as autonomous, efficient digital ecosystems delivering:
- Reduced transport times and costs, helping thousands of producers access larger markets with better prices.
- Greater formalization and transparency, facilitating access to credit, investment, and government support programs.
- Improved coordination among authorities, businesses, and local organizations, reducing operational conflicts and enhancing road safety.
- Synchronization of key infrastructure (ports, airports, highways), ensuring faster delivery of regional products to national and international markets.
- Integration with new global trade routes, directly connecting remote communities to Asia-Pacific.
With this project, ProInversion and MINCETUR are laying the foundation for a new national competitiveness model driven by digitalization, territorial integration, and strategic connectivity with the Asia-Pacific market.
Arequipa Regional Government and MTC Sign Agreement to Promote the New Megaport of the Américas – Corío
On November 11, ProInversion, the Arequipa Regional Government, and the Ministry of Transport and Communications (MTC), through the National Port Authority (APN), signed an inter-institutional cooperation agreement to advance the international tender for the Megaport of the Américas – Corío.
The project seeks to position Peru as a key logistics hub in the South Pacific and integrate it with major global maritime trade routes, including Asia. Located in the province of Islay (Arequipa), the Megaport of the Américas – Corío is projected to become one of South America’s most important maritime terminals, thanks to its strategic location, natural depth, and operational capacity.
Preliminary studies indicate the port could handle approximately 100 million metric tons of cargo annually, placing it among the highest-capacity port infrastructures planned in the country.
The National Port Authority (APN) will present the results of the demand study for the megaport in December 2025, followed by the master plan in March 2026.
BCR Raises Growth Projection for 2026
The Central Reserve Bank of Peru (BCRP) projects a favorable economic scenario for the coming years, with Peru expected to be one of the most dynamic economies in the region.
For 2026, private investment is forecast to grow by 5.0%, maintaining the strong momentum anticipated for 2025, when it is projected to expand by 9.5%. This positive trend is expected to continue into 2027, outpacing overall GDP growth for three consecutive years. A very positive evolution in the terms of trade is also expected (6.4% in 2026), driven by higher metal prices and lower oil costs.
Under these projections, Peru is positioned to be among the fastest growing economies in Latin America in both 2025 and 2026, exceeding the regional average and outperforming countries such as Chile, Brazil, and Mexico.
This outlook is supported by the country’s strong macroeconomic fundamentals, including the lowest public debt ratio in the region (30.4% of GDP) and the highest level of international reserves (28% of GDP).

Transportation
Bids in processChoquequirao cable car: The Peruvian government has called for a public bid to award the Choquequirao cable car project as a PPP. The project aims to improve the access infrastructure to the Choquequirao Archaeological Monument from Cusco and Apurimac. The government expects to award this project in the second quarter of 2026.
The awardee will be responsible for designing, constructing, financing, operating and maintaining a cable and bus transportation system to ensure access and comfort for visitors.
According to ProInversion, the project will require an investment of USD 363.25 million.
Potential projects
Lima-Ica commuter rail (Tren de Cercanías): Private parties had until May 2019 to present cofinanced unsolicited proposals for executing this commuter rail, which will connect Lima city to the Ica region. China Railway was the only company to submit a proposal, but it failed to satisfy ProInversion's requirements.
Consequently, the Peruvian government decided to tender this project as a cofinanced PPP. For this purpose, a pre-investment study was conducted and should have been ready by the end of 2020. However, more time was needed to complete the study due to the COVID-19 pandemic and the consequent nationwide suspension of activities ordered by the Peruvian government.
This 324-kilometer commuter train line will include the supply of cutting-edge rolling stock for providing cargo and passenger transportation services. It aims to connect the following infrastructures:
- Basic Lima and Callao metro networks.
- Logistics platforms.
- Port terminals in El Callao.
- The port terminal of San Martin-Pisco.
According to the Ministry of Transportation and Communications, this commuter train line will require an investment of more than USD 3.2 billion. ProInversion will call for a public bid by 2026.
Eight countries have submitted technical proposals for the creation of the Project Management Office (PMO), the entity in charge of promoting the execution of this important railway project: Germany, Canada, South Korea, Spain, France, India, Japan and the United Kingdom.

AwardedSewage treatment system for Puerto Maldonado: ProInversion has awarded this project to Consorcio Saneamiento Puerto Maldonado, a consortium composed of the companies BTD Capital 12, S.L. (Spain) and Calare Investments, S.L. (Spain).
The project involves the design, financing, construction, rehabilitation, expansion, operation, and maintenance of systems for the collection, treatment, and final disposal of municipal wastewater in the city of Puerto Maldonado.
The project will require an investment of USD 150.09 million.
Bids in process
Sewage treatment system for Cajamarca: In August 2025, ProInversión and the Ministry of Housing declared of interest a co-financed private initiative to design, finance, construct, operate, and maintain a wastewater treatment system for Cajamarca. The estimated investment is USD 283 million, and the project will benefit 365,000 people. If no third parties’ express interest, the project will be directly awarded to the original proponent, FCC Aqualia S.A. (Spain).
The government expects to award this project in the second quarter of 2026.
Main works for and distribution of the drinkable water supply for Lima (Obras de Cabecera y Conducción para el abastecimiento de agua potable para Lima): ProInversion has called for a public bid to grant a 30-year concession to design, finance, construct, operate and maintain the following: (i) the extension of the Pomacocha and Huallacocha Bajo dam (approximately 100 million cubic meters); (ii) diversion works in Pomacocha-Rio Blanco (approximately 10 kilometers of a trans-Andean tunnel); (iii) a water purification plant (five cubic meters per second); and (iv) the Ramal Sur distribution pipeline (approximately 25.6 kilometers). The estimated investment for this project is USD 696 million, and ProInversion expects to award it in the first quarter of 2026.
Real Estate
AwardedAncon Industrial Park in the city of Lima: ProInversion has awarded this project to Junefield Ancon Industrial Park, a consortium composed of the companies Junefield Holdings Limited (China) and Loudi Engineering & Construction (China).
The project involves the design, financing, promotion, management, operation and maintenance of the Ancon Industrial Park.
The project will require an investment of USD 1,261.34 million.
Potential Projects
New Investment Opportunities in Asset Projects: ProInversion has presented 35 new investment opportunities under the Projects in Assets model, comprising properties that total more than 500 hectares, strategically located across the regions of Lima, Lambayeque, Moquegua, Cusco, and La Libertad.
The portfolio includes areas suitable for the development of business and commercial centers, cultural and convention infrastructure, hotels, tourist parks, small hydroelectric plants, hybrid wind parks, solid waste plants, markets, sports complexes, bus terminals, real estate developments, among other potential projects.
The estimated investment for this project is USD 279 million.

Children's Health Institute: ProInversion has called for a public bid to grant the management contract for this project through a 17-year PPP, which consists of providing nonmedical services and diagnostic assistance.
The estimated investment for this project is USD 233 million, and ProInversion expects to award it in the first quarter of 2026.
Potential Projects
New Central Military Hospital: ProInversion will call for a public bid to grant the concession for this project, which will provide military personnel and their families with a state-of-the-art hospital.
The estimated investment for this project is USD 726.32 million, and ProInversion expects to award it in the second quarter of 2026.
Ports
Bids in processNew Port Terminals in Loreto (Saramiriza and Iquitos): ProInversion has called for a public bid to grant the construction of two port terminals located in the provinces of Maynas and Datem in the Loreto region.
The estimated investment is USD 205.19 million, and ProInversion expects to award it in the last quarter of 2026.
Potential Projects
Megaport of the Américas – Corío: ProInversion, together with the Arequipa Regional Government and the Ministry of Transport and Communications (MTC) through the National Port Authority (APN), have signed an inter institutional cooperation agreement to advance the international tender for this project, which seeks to position Peru as a key logistics hub in the South Pacific.
The estimated investment for this project will be determined following the demand study to be presented by the APN in December 2025, and the master plan expected in March 2026.
