Government Advances Comprehensive Modernization of Juliaca International Airport
ProInversion announced the execution of an amendment that will enable the comprehensive modernization of the Inca Manco Cápac International Airport in Juliaca, representing a significant step forward in infrastructure development in southern Peru. The initiative is aimed at strengthening air connectivity, improving operational safety, and enhancing service quality for thousands of passengers.
The project is being implemented under a Public Private Partnership (PPP) scheme and forms part of the concession agreement for the Second Group of Provincial Airports of the Republic of Peru. The Ministry of Transport and Communications (MTC) acts as the granting authority, while Aeropuertos Andinos del Perú S.A. serves as the concessionaire.
The project involves an investment exceeding USD 250 million for the full rehabilitation of the runway, taxiways, and aircraft apron, ensuring safer and more continuous airport operations. It also includes the implementation of a new drainage system to ensure proper rainwater management and protect airport infrastructure against adverse weather conditions.
In addition, the passenger terminal will be modernized with an investment exceeding USD 30 million, increasing its capacity by nearly 80% and incorporating an Emergency Operations Center. The project also includes the construction of a new perimeter fence with an estimated investment of approximately USD 24 million, featuring video surveillance and lighting systems to strengthen airport security in line with international standards.
ProInversion Takes Over USD 300 Million Wastewater Treatment Project in San Martín
ProInversion will assume management of the Wastewater Treatment Plants Project for the cities of Tarapoto and San José de Sisa, in the San Martín region, following the execution of an agreement with the Provincial Municipalities of San Martín and El Dorado. Through this agreement, municipalities will delegate functions and competencies to ProInversion to promote the project under a Public‑Private Partnership (PPP) scheme.
The agreement enables ProInversion to lead the structuring and promotion of the initiative, which is expected to be declared of interest in the near term and involves an estimated investment of USD 300 million. The project aims to close sanitation infrastructure gaps and improve the quality of life of more than 430,000 inhabitants in the cities of Tarapoto and San José de Sisa.
Originally submitted as a co‑financed Private Initiative, the PTAR San Martín project includes the design, financing, construction, operation, and maintenance of modern infrastructure for the collection, treatment, and final disposal of wastewater. Its main components comprise approximately 14 kilometers of interceptor and collector pipelines, five pumping stations, and two treatment plants with an average processing capacity of around 700 liters per second.
The publication of the project’s declaration of interest is expected during the second quarter of 2026, with the award of the initiative planned for later this year.
Peru to Leverage Canada’s PPP Expertise Through MoU with ProInversion
Peru will gain access to Canada’s experience in Public‑Private Partnership (PPP) investment projects through a Memorandum of Understanding (MoU) signed between the Canadian Commercial Corporation (CCC) and ProInversion.
The MoU aims to facilitate collaboration, dialogue, and information exchange to identify and develop PPP project opportunities, while leveraging Canada’s world‑class expertise in PPPs to support key sectors such as transport, irrigation, and urban development.
Through CCC’s contracting model, the MoU establishes new channels of cooperation between Canadian companies and Peru, creating a framework for the joint development of projects. This collaboration seeks to capitalize on Canada’s internationally recognized track record in structuring and delivering PPP projects, contributing to the strengthening of Peru’s infrastructure investment pipeline.

Potential projects
Lima-Ica commuter rail (Tren de Cercanías): Private parties had until May 2019 to present cofinanced unsolicited proposals for executing this commuter rail, which will connect Lima city to the Ica region. China Railway was the only company to submit a proposal, but it failed to satisfy ProInversion's requirements.
Consequently, the Peruvian government decided to tender this project as a cofinanced PPP. For this purpose, a pre-investment study was conducted and should have been ready by the end of 2020. However, more time was needed to complete the study due to the COVID-19 pandemic and the consequent nationwide suspension of activities ordered by the Peruvian government.
This 324-kilometer commuter train line will include the supply of cutting-edge rolling stock for providing cargo and passenger transportation services. It aims to connect the following infrastructures:
- Basic Lima and Callao metro networks.
- Logistics platforms.
- Port terminals in El Callao.
- The port terminal of San Martin-Pisco.
According to the Ministry of Transportation and Communications, this commuter train line will require an investment of more than USD 6.5 billion. ProInversion will call for a public bid in 2026.
Eight countries have submitted technical proposals for the creation of the Project Management Office (PMO), the entity in charge of promoting the execution of this important railway project: Germany, Canada, South Korea, Spain, France, India, Japan and the United Kingdom.
